Environmental Management Plan, 2010

JMG were engaged to prepare an Environmental Management Plan (EMP) for a Conservation Area and to negotiate an associated Part 5 Agreement under the Land Use Planning and Approvals Act 1993.

The Conservation Area, EMP and Part 5 Agreement were required as part of Council’s planning approval for a retirement village and community centre on part of the site.  The development will cover two-thirds of the site with the remaining land to be reserved as a Conservation Area to protect a threatened vegetation community.

Key Issues

Vegetation

A threatened vegetation community (Eucalyptus amygdalina fires on sandstone) was identified on the site.  The EMP included actions to protect this vegetation by minimising disturbance during the construction and use of the retirement village and controlling weeds on site, which included Spanish Heath, Canary Broom, Radiata Pine and Tree Lucerne.

Flora

The site contains habitat for the endangered Chaostola Skipper Butterfly in the form of their preferred plan species, Gahnia radula.  Management of this habitat involved retaining Gahnia plants onsite where ever possible.

Fire Management

In accordance with the Kingborough Planning Scheme 2000 and the Tasmanian Fire Service Guidelines for Development in Bushfire Prone Areas of Tasmania, vegetation management was required to minimise bushfire risk to the proposed retirement village.  The Bushfire Hazard Management Plan provided for fuel modification zones while strategically allowing for regrowth of selected species.

LUPAA Part 5 Agreement

The part 5 Agreement was placed on the site’s certificate of title with the purpose of making the Conservation Area ‘secure conservation land’, to be managed in perpetuity so as to protect and maintain or improve the condition of environmental values of the site.
